Dave provides leadership and hands-on application in all areas of HR and talent acquisition at C-HIT, while ensuring compliance with federal, state, and local laws. He oversees all HR-related policies and procedures, including employee benefits, compensation, training, performance management, recruitment, and retention.
Dave brings expertise in implementing and administering HR technology, HRIS infrastructure, HR budgeting, and HR strategy design. He is experienced in the most prevalent HRIS tools and technologies, including those from ADP, Taleo, Deltek, SilkRoad Technologies, PeopleTrak, HRizon, PeopleSoft, and SAAS. Dave was instrumental to launching PRAISE, a proprietary, enterprise-wide, peer-to-peer recognition system designed to enhance communication, collaboration, and morale across the company. Employees throughout C-HIT use PRAISE to express their appreciation for, and provide recognition to, teammates that go above and beyond their daily functions to make a difference.
Besides C-HIT, Dave has led the HR functions for Northrop Grumman, Edifice Solutions, Cornell Technical Services LLC, QSSI, and Lockheed Martin, among others. He earned his master’s degree in management and human resources from the University of Maryland University College and bachelor’s in arts from University of Maryland, College Park. He also possesses PHR SHRM-CP certifications.
Outside of C-HIT, Dave and his wife are raising their five children. In his spare time, Dave’s interests include the guitar, volleyball, cooking for his family, and doing handywork around the house and yard.
